BC Services Card

As of February 22, 2018, to complete MSP enrolment adult Canadian Citizens and Permanent Residents will need to obtain a Photo BC Services Card by visiting an Insurance Corporation of BC (ICBC) driver licensing office.

To find an ICBC driver licensing office near you, please visit icbc.com. To avoid peak times, it is best to visit mid-week (Tuesday – Thursday) and in the early morning.

At the ICBC driver licensing office, you will need to:

Provide two pieces of identification – one of which must be primary ID;

Declare that you are a BC resident; and

Have your photo taken.

There is no fee for your BC Services Card. If you choose to combine it with your driver’s licence, fees that apply to the regular driver’s licence application process will apply.

Your BC Services Card can be used when you are accessing provincial health care benefits. Your PHN will be printed on the card.

Individuals under 18 years and six months of age will automatically receive a Non-Photo BC Services Card in the mail from HIBC.

Account Number

A number assigned to your Medical Services Plan (MSP) account for invoicing. You need this number to make a payment.

Client Number

Your Personal Health Number that is listed on your BC Services Card or CareCard.

Previous Invoice Balance

The balance from your previous invoice. If you overpaid a previous invoice, any credit you have on your account will be shown as a negative amount (e.g. -$ 8.00).

Current Charges

A list of the new items you’re being charged for on this invoice.

Total due

The amount you owe after the balance from your previous invoice and current invoice are added together.

Payment Date

The date you should make your payment by to ensure your payment is applied to your account by the due date. The due date is the last day of the month.

Person(s) Covered

A list of all of the people covered under your MSP account for the new charges on this invoice.

Additional Information

Information or news about MSP that can change on each invoice you receive.

Payment Coupon

This coupon should be submitted with your payment if you’re mailing a cheque or paying at your bank.

Medical Benefits

The Medical Services Plan (MSP) provides the following benefits:

medically required services provided by a physician enroled with MSP;

maternity care provided by a physician or a midwife;

medically required eye examinations provided by an ophthalmologist or optometrist;

diagnostic services, including x-rays, provided at approved diagnostic facilities, when ordered by a registered physician, midwife, podiatrist, dental surgeon or oral surgeon;

dental and oral surgery, when medically required to be performed in hospital (excluding restorative services, i.e.: fillings, caps, crowns, root canals, etc.)*;

orthodontic services related to severe congenital facial abnormalities.
